College Tuition Planning

This is a primary reason why the Council for Higher Education Accreditation and accrediting organizations are concerned about degree mills. In some cases, degree mills defraud individuals who are misled by the promises of the purported school that the degree they earn from the school will have some value. Individuals with bogus degrees also present a danger to the public. This is particularly true of those who receive bogus credentials in fields where they could present a threat to health, safety or well-being. A quick look at the degree mills advertising on the Internet shows that degree mills offer degrees in fields such as nursing, nutrition, electrical and mechanical engineering, biochemistry and accounting, at significant risk to the public. Also, degree mills are unfair to the millions of individuals who have worked hard to earn legitimate degrees.

Like the state plans, these proposals must include information on mitigation strategies for safe reopening, evidence-based interventions, other spending plans, and an explanation of how the spending will address the needs of disadvantaged students. Local districts must also seek input from the broader community and review their plans every six months for possible revisions. In late May, the department released other guidanceproviding more detail on how states and school districts can spend nearly $190 billion from three Covid relief packages to promote student health and academic success. In the case of universities of applied sciences, the entire financial responsibility lies with the provider. Universities of applied sciences therefore have complete autonomy over their public funding vis-à-vis the federal government. The 22 public universities are essentially funded by the federal government, with the exception of the University for Continuing Education Krems.

The highest percentage of all public expenditure for formal education covered the immediate costs of educational institutions (91%), while 9% went for financial support to students and families. Because income and tax revenue varies so widely from state to state, the current school funding model has led to a huge disparity in the funding that schools in different parts of a single state receive. Primarily, schools in affluent areas receive more funding as compared to those located in low-income areas. Overall, this model presents a challenge to schools situated in low-income areas because performance measures can be tied to this funding approach.
